摘要
当前我国大学在支出结构、分配和使用管理等方面存在"行政化"现象,具体表现为:行政管理费支出庞大,行政力量拥有绝对的经费配置权,行政部门拥有相对的决定权。其经济根源很大程度上在于政府对大学经费投入、支出及其管理的"行政化"。大学在经费上的"行政化"一定程度上妨碍了大学功能和理想的实现。大学经费去"行政化"的策略包括:进一步丰富经费来源渠道,减少政府干预,归还并扩大大学理财自主权,精简行政机构和人员,让经费配置权回归学术力量。
The administrationization of university fund in Chinese higher education institutions takes three main forms including huge expenditure on administration,administrative divisions＇ financial decision-making power and fund management institutionalization. To some extent,those phenomena should be attributed to the administrationization of government＇s fund source,expenditure and management. The administrationization of university fund goes against the fulfillment of university＇s functions. De-administrationization requires enriching university＇s fund source, strengthening the financial decision-making power of colleges and universities, streamlining university＇s administrative structure, and returning the decision-making power on financial distribution to academic community.
