摘要
在新时期,建设高教强国已经成为我国高等教育发展的战略目标和使命。建设高教强国不仅取决于高等教育本身的数量、质量以及结构等本身的因素,同样也取决于所处的各方面制度环境。这些制度环境主要包括三个方面:一是法律制度环境;二是经济制度环境;三是学术制度环境。
During the new historical period,constructing a strong higher education country have been strateg-ic mission of china higher education.constructing a strong higher education not only based on its quantity、quality and structure,but also based on external system environment which include laws、economics and academics.
