摘要
作为社会管理领域的重大创新,重大事项社会稳定风险评估制度在维稳目标、维稳主体、维稳重心和维稳机制方面推进了维稳模式的转型。当前,重大事项社会稳定风险评估制度初步形成了由评估主体、评估对象、评估指标、评估程序、评估方法、问责机制等内容构成的运行框架。作为正处于试点、探索阶段的新制度,重大事项社会稳定风险评估制度在实践运行中还存在诸多问题,需要采取有针对性的措施加以完善。
As a great innovation in the field of social management, the institution of major events social stability risk assessment has promoted the transformation of maintaining stability pattern on the object, subject, center and mechanism of maintaining stability. At present, the institution of major events social stability risk assessment has initially formed the running framework including assessment subject, assessment object, assessment index, assessment process, as sessment method, accountability mechanism and so on. As the new institution at the stage of making experiment and exploration, there are many problems in the practice running of the institution of major events social stability risk as sessment, which we must take focused measures to perfect.
