摘要
脆弱性研究已成为全球环境变化领域一项新的研究视角和重要的分析工具。本研究在人海系统的基础上提出了人海资源环境系统的概念,利用脆弱性这一新的研究范式对环渤海地区人海资源环境系统进行分析。人海资源环境系统脆弱性是关于敏感性和适应性的函数,采取熵值系数法进行权重赋值,并采用函数模型法进行脆弱性测度研究。结果表明:①从时间维度上分析,环渤海地区脆弱性呈现了波动性的变化,总体上是下降趋势,并出现了三次"倒U"型发展态势;②从敏感性指标上分析,环渤海地区呈现了"先降后升再下降"的趋势,捕捞过剩以及废水废物排放是敏感性的主要影响因素;③从恢复性指标上分析,环渤海地区恢复性不断上升;在经济快速发展的过程中,注重资源环境的保护和利用,尽量避免产业的雷同,努力发展新兴产业成为了提高恢复性的途径;④从空间维度上分析,环渤海地区人海资源环境系统脆弱性的下降速度呈现出山东省>辽宁省>天津市>河北省的趋势,人海资源环境系统敏感性的下降速度呈现出天津市>辽宁省>山东省>河北省的趋势,人海资源环境系统恢复性的上升速度呈现出山东省>河北省>辽宁省>天津市的趋势。
Vulnerability in the human-sea system is a research frontier in regional sustainable development.Vulnerability analysis is not only an effective tool in the realms of global environmental change and sustainability science,but also provides a new paradigm for the study of interaction mechanisms and processes of coupled human-land systems.Studies of the human-sea system are of significance to the enrichment of the theories of human-land system and marine sustainable development.Based on human-sea system theory and human-sea systems under global environmental change,this approach uses a vulnerability framework combined with geography,economics and oceanography to search for vulnerability in the human-sea economic system.The human-sea system includes three subsystems:the human-sea resources environment subsystem,human-sea economic subsystem and human-sea society subsystem.Here,we constructed a vulnerability assessment model of entropy theory and function models,and conducted vulnerability research of the human-sea resource environment system in Bohai-rim region.We found that for the temporal dimension,the vulnerability of the Bohai-rim region declines year by year from 1996-2009,and shows an inverted U curve.Factors that influence the vulnerability of the human-sea resource environment system are resources and environment pollution,waste water and waste water discharge and its own characteristics in Bohai-rim region.Sensitive indexes show some volatility and then decline and are influenced by fishing excesses and waste discharge.During rapid economic development we should pay attention to the protection of the environment and resource utilization and try to avoid similar industries.From the analysis on spatial dimensions,vulnerability in the human-sea resource environment system drops fastest in Shandong,then in Liaoning,and declines the slowest in Hebei.Sensitivity in the human-sea resource environment system declines fastest in Tianjin city,then in Liaoning,and declines the slowest in Hebei.Sensitivity in Hebei has a direct correlation with the development of economic resources,shortage of water and resource pollution.
