摘要
从社区卫生服务机构作为公立医院服务体系重要组成部分的角度出发,对抽样调查数据进行分析,着重从数量、结构、素质等方面分析国内城市社区卫生服务机构人力资源配置中存在的诸多问题:卫生人员在不同医疗机构间分布不均,地区分布不均;社区卫生服务机构卫生人员总量相对较少,临聘人员比例高;社区卫生人力资源分布结构不甚合理;社区卫生人力资源整体素质有待提高等。以期为促进国内城市社区卫生人力资源的开发与规划,完善公立医院服务体系提供理论依据。
From the perspective that community health services institution is an important component of the public hospital service system, human resource allocation of urban community health services in terms of human quantity, quality and structure were analyzed to reveal the problems. For example, the community human resource is distributed unevenly between different institutions and different districts; the total quantity of community human resource is deficient, the rate of casual community health workers is high; the structure is unreasonable; the overall quality is low and so on. The purpose of this research is to offer the reference for the development and program of urban community health human resource, and then to complete the public hospital service system.
