摘要
对新修订的《建设工程消防监督管理规定》(公安部令第119号)中涉及规划许可和施工许可的部分进行归纳,对规定适用范围的扩大进行解释,旨在理清法律、法规中对需要办理建设工程规划许可证的工程、需要城乡规划主管部门批准的临时性建筑、需要住房和城乡建设行政主管部门进行施工图审查的工程、不需要取得施工许可的建设工程等的具体要求,明确民用建筑外保温材料监管的重要性,为新《建设工程消防监督管理规定》的执行提供参考。
The paper sums up the clauses of the newly revised Regulation for Management in Firefighting Supervision in Construction Projects in No.119 of Order from Public Security Misistry on the planning permission and the construction permission,interprets the extension for the applied scope in the regulation,clarifies the specific requirements for the projects needed for the permission license in the construction engineering planning,the temporary projects approved by the relative departments for the urban and rural planning,the projects whose construction drawing should be made by the administrative responsible departments for the housing and urban and rural construction,and some construction projects without construction permission,and identifies the importance for the inspection for the external thermal insulation materials in civil buildings,so as to provide some reference for the implementation of Regulation for Management in Firefighting Supervision in Construction Projects.
