摘要
近年来,创新型产业集群的发展程度已成为衡量一个区域综合实力及竞争力的重要因素。黑龙江省科技园区地理位置优越,自然资源丰富,产业发展态势良好,科技平台完善,人才资源丰富。当前存在的主要问题是集群化程度低,创新化程度低,管理体制与机制不健全,资金支持不足,来源渠道单一。提升黑龙江省科技园区产业集群发展水平,应加强产业集群内部企业间的竞争合作关系,完善科技园区产业集群创新网络,深化管理体制改革,发挥政府的引导和促进作用,强化对集群企业的资本支持,拓宽融资渠道,促进产业集群创新绩效的提升。
In recent years, the development of the innovative industrial cluster has been a key factor in measuring the comprehensive strength and competitiveness of a region. The Heilongjiang Technology Park has its advantages in terms of the superior geographical posi- tion, rich natural resources, good development trend, complete technology platform and abundant human resources. However, problems still exist in terms of the low clustering and innovation degree, incomplete management system and mechanism, and insugicient investraent t^om less diversified sources. To improve the development of the industrial cluster, the competitive cooperation between enterprises of the cluster shall be intensified; the innovative network inside the park shall be completed. In addition, the government shall play its guiding and facilitating role through intensive reform of the management system, strengthen the capital support to enterprises of the cluster and widen the financing channel to facilitate the rise of the innovation performance of the industrial cluster.
