摘要
近几年,地方政府财政科技投入逐年增加,财政科技投入的绩效评价、产出分析也是研究的重点。首先对财政科技投入的相关研究进行了综述,分析了财政科技投入的作用机理,财政科技投入的最终目的是为了提升区域科技竞争力,进而得出智力资本是从科技投入到产出的核心产物,基于智力资本理论构建财政科技投入产出评价体系。建立了地方财政科技投入的最优联动模式,基于克拉玛依市实地调研的数据,分析了克拉玛依市财政科技投入的联动模式。
In recent years, the science and technology input from local government increases every year, at the same time performance evaluation and output analysis of science and technology input from local government are also the focus of the study. Firstly, the paper reviews the research on science and technology input from local government, analyzes the mechanism of science and technology input from local government, and its ultimate pur- pose is to enhance regional science and technology competencies, and then comes to the intellectual capital into the core product from the science and technology input to the output. Based on the intellectual capital theory, the paper builds the financial science and technology input and output evaluation system. Finally, the paper constructs the optimal linkage mode of science and technology input from local government. Based on the field research da- ta in Karamay, the paper analyzes the linkage mode of science and technology input from Karamay government.
