摘要
可持续发展理论为投资项目持续性后评价提供了理论基础。目前在宏观经济政策评价中,考虑环境因素和资源问题的研究与应用已取得较好的进展,而如何把环境因素纳入微观经济活动的分析与评价之中,尚有待研究。文中对项目的持续性进行分析,在考虑环境和资源因素的基础上,构建基于可持续发展战略的效益概念新内涵、效益指标体系、持续性后评价方程,并以水利工程项目为例,进行了“生态经济效益”评价实证研究。
The theoretical basis of investment project post evaluation is the theory of sustainable development. At present, the research and application on environment and natural resources have made progress in macro-economic policy evaluation. However, we should further study how to incorporate environmental factors into the analysis of evaluation of micro-economic activities. Based on theoretical analysis of sustainability of the project, taking environmental and resource factors into consideration, this paper is an effort to establish the new connotation and evaluation system of benefits as well as sustainable post evaluation equation. With the exemplification of one water project, basing on sustainable theory, the comment on benefits of ecological economic is discussed.
