摘要
实施居民阶梯电价有利于促进节能减排目标实现,制定公平、合理的电价方案,是新形势下保障社会民生的关键,也是电价方案可持续实施的核心问题。将居民的用电决策过程分为两个阶段,应用二次近似理想需求系统模型,建立居民用电的预算份额模型,并考虑居民阶梯电价给不同家庭带来的福利效应,构建居民阶梯电价下的福利均衡分析模型。算例分析中采用非完全信息极大似然估计法,估计模型中的参数。算例结果说明了对于具有不同特征居民家庭的电费补贴情况。根据研究结果,针对当前居民阶梯电价政策提出了合理建议,为政府部门制定和完善相应的电价政策提供参考。
Implementing tiered pricing for residential electricity can promote achieving the energy consumption and pollution reduction targets.This paper researched the electricity behavior of residents with two-stage decision and the electricity budget share of residents.Based the Quadratic Almost Ideal Demand System,the paper adopted the welfare effects of residents by the relative equivalence.Calculation examples illustrated the process of the welfare equilibrium model of residents,and estimated the parameter by nonlinear Full Information Maximum Likelihood.Calculation examples analyses and verifies the effectiveness and feasibility of model,and calculates the electricity subsidies situation of different household characteristics.According to the result,the paper provides several advices on the present tiered pricing for residential electricity policies,and provides the government with the basis for the formulation and implementation of electricity pricing policies.
