Design Optimization Model for Tiered Pricing of Household Electricity Consumption

摘要 居民生活用电施行递增式阶梯电价是电力改革的重要举措。综合了多方面要素,提出了阶梯电价实施方案优化模型。利用秩和比法确定地区最适合的阶梯分档次数;通过计算机循环算法找出居民不满程度最低的分档电量设置方法;均衡居民以及供电公司的利益,建立以节能为导向的分档电价优化模型。算例表明:该优化方法可操作性强,有利于阶梯电价方案的合理制定,体现阶梯电价的节能效益。 The implement of tiered pricing for household power consumers is a significant move of power reform.Based on multiple factors,the paper presents an optimization model for designing tiered pricing of residential consumption.Firstly,the Rank-Sum Ratio method is adopted to determine the suitable tiered level for certain region.Then,the round-robin algorithm is applied to find the best tiered electric quantity setting method leading to the least household dissatisfaction.Finally,the optimization model for energy-saving oriented tiered electric pricing is established in the light of the balance between the residents and electric power company.The proposed method is verified to be conducive to reasonable tiered pricing and energy saving,and superior in practicability.
