摘要
为推进社会管理创新,本文以社会风险防范和社会矛盾化解为视角,采用理论分析的方法,主张当前社会管理创新的突破口和重点在于对风险社会、开放社会、多元社会、虚拟社会的管理,以满足民众的安全、融入、公平、表达诸需求;确认中国处于"风险共生"下的高风险社会,其依据在于经济社会发展可能停滞、社会结构紧张、社会系统复杂、现代性的不确定性。创建了"风险-灾害-危机演化连续统"模型和"风险管理-灾害(应急)管理-危机管理全过程应对"模型,提出了"三位一体"的战略治理。揭示了社会目标单一、社会结构失衡、社会关系失调、社会冲突增生等四大社会风险源,概括出暴力群体性事件、具体利益冲突、集体性敌视、普遍的社会不满等四种社会矛盾形式,构建了"社会矛盾冰山结构"模型,设计出阻断和化解社会矛盾的五大制度体系。
To promote social management innovation,from the perspective of social risk prevention and social contradictions neutralization,this study used the approach of theoretic analysis and argued that in order to fulfill the public demands of security,inclusion,fairness,expression,etc.The key and breakthrough point of the current social management innovation should be the management of risk society,open society,pluralistic society and virtual society.The fact that China is at the stage of risk symbiotic high-risk society was confirmed by the potential stall in economic and social development,tension in the social structure,the complexity in social system and the uncertainty in the modern way.We created The Continua of Risk——Disaster——Crisis Evolution model and Risk Management——Disaster(Emergency) Management——Crisis Management Whole Process Response model,and proposed Trinity strategic governance.Autonomous social goal,unbalanced social structure,disordered social relations,and social conflict hyperplasia were recognized as four major sources of social risks in this study.Meanwhile,four major formats of social risks were summarized as a mass violent incidents,particular conflicts of interest,collective hostility,as well as general social discontent.In addition,authors proposed the model of Social Contradictions Iceberg Structure and designed five institutional systems to block and resolve social conflicts.Thus,this study is tremendously important in guiding practice over the ongoing social management innovation for all levels and all regions in China,and the significance of this study is particularly reflected in the academic value of the proposal of three great models,as well as the novelty of the 'Trinity' strategic governance and the five institutional systems aimed at blocking and resolving social conflicts.Article Type: Research paper
