摘要
根据一起非典型的上访事件,利用博弈模型,展示各个博弈方的利益目标和策略选择。其直接原因是村民对上访行为成本与收益的比较以及上级政府对下级政府的考核制度。但本质上讲,上访反映了政府制度供给与农民制度需求的错位,最终使得基层政权成为制度的修补层。所以,理顺各级政府之间的关系,建立农民利益表达机制等是解决农民上访的关键。
The appealing to higher authorities for help needs to be studied because of its practical significance for economic development and social stability. Based on the game theory, this study discusses a case of appealing to the higher authorities for help. It is discovered that institutional supply doesn＇ t meet the institutional demand behind this case. Therefore, the key to solve the problems is to straighten relations of governments at all levels, set up a mechanism on expression of farmer＇ s interest and perfect political system.
