摘要
我国各地基层林业工作站在设置形式、管理体制、人员学历和职称结构、人员经费来源以及硬件设施建设等方面存在着很大差异。导致差距的主要因素除了各区域森林资源多寡不均外,还有经济社会发展因素、历史因素和政府的政策选择倾向。文中提出了对今后林业站建设的建议:一是应分区域建设;二是要分类型建设;三是应调整投资政策和方式,加大对经济欠发达、森林资源少、生态脆弱且恢复建设重要性突出的区域基层林业站建设资金的投入。
Discrepancies between different districts local forest working-stations had appeared in setting forms of domestic, management systems, staff＇s school record education and professional title, channels of supplying funds, and construction of infrastructure, etc. The main cause of discrepancies is a mixture of economic and social development, local government policy choice, and historical reasons, in addition to difference of natural forest resource. The revelations should be found in the gaps. Forest working-stations should be improved by different regions and types, and policy and way on investment should be altered to increase the investment for improving forest working-stations in ecological vulnerable regions where the economy is not enough developing, forestry resources is limited but ecological construction is important.
