摘要
当前,我国收入差距过大的问题严重阻碍经济发展转型,让社会大众心理失衡,从而引发诸多社会矛盾。有效解决这一问题的前提是,改变现有不公正合理的制度安排,尽快制订和实施体现公平正义的利益分配和保障制度,建立起利益调节机制,使所有社会成员在经济发展的同时都能共享发展和改革的成果。而利益分配领域各种矛盾联系在一起,表面为经济问题,但其实质与政治问题和社会问题交错在一起。因此,这一问题的解决单靠地方和部门层面的探索很难有实质性进展,而更需权威部门的制度性"顶层设计"。
At present, China＇s income gap is so large that it has become a serious impediment to economic development and transformation. As well as, it also lets the public psychological imbalance and causes a lot of social contradiction. The prerequisite for an effective solution is to change the existing injustice reasonable institutional arrangements, as soon as possible to develop and implement the distribution of benefits and security system of fairness and justice, and establishing a benefit adjustment mechanism. After that, all members of society in economic development can share the results of development and achievement of the reform. Various contradictions in the field of distribution of benefits links to the surface of the economic problems, but the essence of the political and social problems are intertwined together. Therefore, the solution to this problem by local and departmental level of exploration is very difficult to have a substantial progress, but more needs authoritative department system of ＂top level design＂.
