中国社会福利水平的测度及对低福利增长的分析——基于功能与能力的视角被引量：74

The Measurement of Chinese Social Welfare and the Analysis of Low-welfare Growth

摘要基于Sen的可行能力方法,从功能和能力空间衡量社会福利,采用集对分析法对改革开放以来中国社会福利进行测算,并分析福利增长与经济增长之间的脱钩关系,揭示我国低福利增长的根源,最后将我国的福利能力与主要国家进行对比。研究表明,能力不足侵蚀着功能增长带来的社会福利增长,使得中国总体社会福利水平低下;社会福利和经济增长在长时间内基本上都是脱钩的,我国处于低福利增长状态;在主要国家的福利能力对比中,我国社会福利发展质量和能力水平明显落后。 The paper applies Set Pair Analysis Method to measure Chinese so- cial welfare since the reform and opening up based on ＂Functions＂ and ＂Capabili- ties＂ in Sen＇s ＂Capability Approach ＂. Then we analyze the decoupling relationship between welfare growth and economic growth, and reveal the real source of low- welfare growth. Finally, we compare the capabilities of welfare between China and the other major countries. The main research results show that the inadequacy of capabilities is eroding the growth of functions, which lowers Chinese social welfare level. Social welfare and economic growth are largely decoupled in the long run, so China is on ＂low-welfare growth＂ state. The Capability of Chinese social welfare lags behind other major countries.
