摘要
流域生态补偿是流域管理的一种制度创新,流域生态补偿机制和配套政策是恢复改善生态环境和解决水资源问题的重要途径。解决汾河流域生态补偿问题,必须要建立汾河流域生态补偿机制,确定适用性的补偿原则、补偿方式和标准,同时适时制定生态补偿配套政策。
Watershed ecological compensation is a system of innovation of the watershed management. Watershed ecological compensation mechanism and its supporting policies is an important way to restore and improve the ecological environment. The solutions to water problems in Fen River Basin must establish on the basis of ecological compensation mechanism. We should determine applicability of the compensation principle and standard, and time- ly make supporting policies of ecological compensation.
