摘要
针对电力交易集中监管具有的时滞性,通过深度挖掘自律监管要求和我国电力市场现阶段特点,提出面向市场参与者的电力交易自律监管指标体系。该指标体系包括市场基础结构稳定性、调度公平性、交易合规性、电费结算风险和自律绩效评估等内容,全方位构建电力交易自律监管的关键信息集,有利于实现电力市场交易的稳定性和高效性。
This paper makes in-depth analysis of the self-regulatory requirements and the characteristics of current China′s power market,and correspondingly puts forward the index system of power transaction self-regulation for all the market participants,with a view to the time-lag defect in power trading centralized supervision.This system comprises market infrastructure stability,scheduling fairness,trading compliance,electricity expense settlement risk and self-regulation performance assessment,etc.,capable of comprehensively constructing the key power trading self-regulatory information set,and conducive to achieving the power market transaction stability and efficiency.
