摘要
本文定量描述了改革开放以来中国地区差距的变化历程并进行了国际比较,分析了地区差距的成因,指出了地区差距持续扩大的危害及开发西部的必要性,在比较了现有政策主张的基础上提出了“以人为本”的西部开发战略。
This paper described quantitatively the changing process of Chinese regional disparity since the starting of the reform and opening, and made the international comparison. At the same time, it analyzed the cause of leading the regional disparity, and pointed out the harm of the sustained increase of the regional disparity and the necessity of developing the western. On the basis of comparing the existing policy, it proposed the western development strategy, i.e. , focusing on the aim of serving people (yirenweiben) .
