摘要
加强和创新社会管理,是当前我国现代化进程中面临的一个重要而紧迫的时代课题。在社会主义法治框架下创新社会管理,实现社会管理的法治化,是社会管理创新持续有效推进的重要保障。我国在推进社会管理创新的进程中,必须与社会主义法治社会建设紧密结合,以法治理念为指导,以法律规范和法律程序为支撑,坚持依法治理,始终将社会管理创新置于法治化的轨道。为此,当前亟须建立健全社会管理法律体系,加强法治政府建设,完善公众参与机制、利益表达和权益保障机制、社会矛盾纠纷解决机制等法律机制。
It is both an important and urgent contemporary issue in the process of China＇s moderniza tion to strengthen and innovate the public administration. To guarantee the continuous and effective promotion of social management, we should take innovating measures under the socialist ruleoblaw framework, which should be closely connected with the construction of a socialist ruleoflaw society, guided by the notion of rule of law, supported by legal regulations and legal procedures. To this end, there is an urgent need to establish and improve social management legal system, strengthen the con struction of a ruleoflaw government, and improve the mechanism for public participation, for ex pression of interests and rights protection, and for social conflicts and disputes settlement.
