基于DEA的中国绿色食品产业发展效率评价研究 被引量:8

摘要 对绿色食品产业发展效率进行科学分析与评价是正确制定产业政策和产业发展战略的前提和基础。在分析DEA方法对绿色食品产业发展评价可行性的基础上,运用C2R和C2GS2模型测算了中国绿色食品产业1996—2009年的发展效率特征与规模收益情况。实证研究表明:我国绿色食品产业发展总体效率偏低,现有资源潜力未能充分挖掘,产业发展呈现"规模不经济",资源配置未能达到最优状态;我国绿色食品产业技术效率相对稳定,而综合生产效率的变化是由于规模经济的变化引起的。根据实证分析结果提出的政策建议是:促进产业发展方式转变,加大高级生产要素投入并调整和优化要素结构,通过结构优化升级促进产业效率提高,从而推动绿色食品产业持续发展。 It' s necessary to evaluate the development efficiency of the green food industry in China, so as to formulate appropriate industry policies and industry etrategies. This paper evaluated the development efficiency and returns to scale of the green food industry( 1996 - 2009 ) in China based on an analysis of the feasibilily of DEA method. The empirical results shows that the overall development efficiency is relatively low, the resources put into the green food industry wash' t used efficiently and the allocation of the resources wasn't Pareto optimization, and that the technical effi- eiency is relatively steady, and the change of the comprehensive efficiency was due to the ehange of the returns to se',de. Therefore, it is n ,eeessary to transform the development mode of the industry, to inerease the investment in advanced factors and to adjust the industry structure to realize the sustainable devdopment of Chinese green food industry.
