摘要
烟区发展现代烟草农业事关民生,可以增加农户收入,促进乡村经济发展.对湖南省烟区现代烟草农业发展现状调查发现,湖南省烟区农村剩余劳动力的大量存在制约烟草农业转型,土地资源分散制约规模经营,烟农的比较利益影响烟农的种烟积极性,传统农业生产模式阻碍生产技术的进步与推广,行业反哺过程中形成的可经营性资产有待高效管理.妥善解决这些问题,应紧紧把握湖南省基本省情、烟情,实现传统烟草生产向现代烟草农业转变,实现可持续发展.
The development of modern tobacco agriculture in tobacco=growing area concerns of the people＇s livelihood, farmer income increase and the rural economy development. The investigation of present situation of modem tobacco agriculture in Hunan province found out some problems restricting modern tobacco agriculture＇s development, such as the large amount of rural surplus labour, dispersing soil resource, comparative advantages, the traditional agricultural manufacturing approaches and management property in the process of industry to boost agriculture. In order to solve these problems, it should effectuate change from traditional tobacco agriculture to modem tobacco agriculture by grasping the province-circumstance and the tobacco industry＇s circumstance.
