摘要
分析高校专用仪器设备采购的特点和现状。针对当前专用仪器设备采购中存在的问题,探索与之相适应的采购方式,提出竞争性谈判应成为高校专用仪器设备采购的主要方式。通过引入评价机制、竞争机制、激励机制、监督机制,探讨如何完善该采购方式,克服竞争不充分的问题。
The characteristics and status of university dedicated instruments and equipment procurement are analysed. Aiming at the existing problem of dedicated instruments and equipment procurement at present, the corresponding purchase matter is explored. This article puts forward that competitive negotiation should gradually become the majority in university dedicated instruments and equipment procurement. Through the intro duction of evaluation mechanism, competition mechanism, incentive mechanism, and the supervision mecha nism, how to improve the purchase manner to overcome the competition insufficient is discussed.
