摘要
本文针对当前残疾人社会管理中的突出问题,探索残疾人社会管理创新的路径,认为必须以构建服务型政府为目标强化政府的公共服务职能,以打造新型"服务型社会组织"为目标完善残联的职能与定位,以凝聚社会合力为抓手加快推进残疾人社会保障体系和服务体系建设,以改善残疾人的民生为重点,促进残疾人群体的有效参与。
According to the outstanding problems of current disabled persons＇ social management, this paper explored the path of innovation in disabled persons＇ social management, believed that we must aim to build a service-oriented government to strengthen the public service functions of the government, aim to create a new ＂service-oriented social organizations＂ to perfect the function and position of Disabled Persons＇ Federation, take the method of concentrate social strength to accelerate the construction of disabled persons＇ security system and service system, lay heavy stress on the livelihood improvement of disabled persons, to promote the effective participation of disabled persons.
