摘要
介绍了俄罗斯和前苏联 70年来集中供热发展简况 ,总结了其发展过程中的若干经验 ,指出了在市场经济条件下存在的问题和发展趋势 ,建议我国加大发展集中供热特别是热电联产的力度 ,提高质量和技术水平 ,加快人才培养 ,把发展集中供热作为持续发展国民经济。
Outlines the evolution of central heating in the Soviet Union and Russia in the past 70 years, summarises some lessons in the development, points out problems and trends under the market economy, and makes proposals on enhancing central heating, and more importantly, cogeneration of heat and power(CHP), promoting quality and related technology, speeding up professional education, and emphasising development of central heating as a strategic measure in advancing national economy, energy efficiency and environment protaction.
