摘要
从政府、企业和市场机制三个层面分析韩国企业技术创新体系的建设。总结如下:韩国政府的主导作用主要表现为进行计划引导和设立法律规范、制定和管理政策以及明确政府部门职能等;企业作为技术创新的主体,在不断加大研发领域的投资力度、建立企业研究机构和强化产学研合作等方面发挥了重要作用;市场机制是企业技术创新体系建设的助推器,加速了企业技术创新与应用的进程。最后提出韩国企业技术创新体系建设对我国的启示:政府要营造适合企业技术创新的法律环境,制定企业技术创新体系的扶持政策等;企业要促进产学研合作,加强自身科研成果的转化等。
This paper analyzes the construction of enterprisers technology innovation system in Korea from three aspects,namely government, enterprise and market mechanism. It concludes as follows：Korean government plays a leading role mainly in the program guide as well as stand- ard, policy development and government＇s function; enterprises as the main body of technology innovation,increase the investment in R＆D con- stantly,and establish research institutions, and strengthen the university-industry cooperation;market mechanism is a booster for the construc- tion of enterprise＇s technology innovation system, accelerates the process of enterprisePs technology innovation and application. Finally, it con cludes the enlightements from the construction of enterprise＇s technology innovation system in Korea：government should bulid a legal environ- ment for enterprisers technology innovatlon, make the policies to support enterprisers technology innovation system~ enterprises should strength- en the university-industry cooperation, the transformation of scientific achievements and so on.
