摘要
身处双重格局中的村级卫生人力资源配置方案的制定,应立足于我国农村政治、经济改革所带来的两种格局变化的现实。一要围绕"差序格局"的村落环境和村民需求,制定合理的配置标准,提高卫生服务质量;二要考虑政策在"差序格局"中的现实可行性,立足乡村实际,降低准入门槛,培养"村来村去"的适宜卫生人才;最后,要从"团体格局"中体制悬置的实际出发,建立多渠道的补偿机制、完善激励机制,同时完善村医岗位培训与继续教育制度,加强村医伦理法律素养的提高。
The rational allocation of rural health human stand on the changes brought by rural reform and the health resources, which are under the "dual pattern" , must reform in the villages. Firstly, the environment of villa- ges and the needs of villagers should be fully considered to make reasonable allocation standards and improve the quality of health services. Secondly, the feasibility of policies in "difference sequence pattern" should also be con- sidered, thus reducing the admission threshold and cultivating rural health talents directionally. At last, in view of the realities of "group structure pattern", multiple compensation mechanism and incentive mechanism should be es- tablished and perfected, as well as the post training and continuing education system, in order to improve rural doe- tors'medical ethics and law accomplishment.
