摘要
中央针对房地产市场连续实行严厉调控以来,房地产价格上涨势头得以遏制。与此同时,部分地方政府却频频以"试探性救市"措施寻求政策"微调"空间,凸显地方政府根源于"土地财政"的窘境。实现地方政府"土地财政"之转型,必须优化和增加制度供给,建立财政风险分散机制,打破对非规范、非正式财政路径的严重依赖。
Since the central government has implemented continuously stringent regulations of the real estate market,real estate prices rising trend has been curbed.At the same time,some local governments are frequently tentative bailout measures seeking policy of "fine tuning" space,highlighting the dilemma which local government is rooted in the "land finance".To realize the transition of local government "land finance" in transition,we should optimize and increase the supply system,establish financial risk spreading mechanism,and break the heavy reliance on non-standardized,informal financial path.
