摘要
从可持续发展角度引入清洁高效开发利用概念,借助专家咨询的定性和定量信息构建了反映煤炭企业清洁高效开发利用水平的评价指标体系,并利用FPPSI方法对某煤炭企业进行了实证研究。在此基础上,借助综合评价结果找出了该企业规划实施过程中的薄弱环节与存在的机会,进而有针对性地提出了政策建议。该研究可为提升我国煤炭企业清洁高效开发利用水平提供决策参考。
From a sustainable development view, a clean and high efficient development and utilization conception was intro- duced. With the qualitative of the experts consultant and the quantitative information, an evaluation index system of a clean and high efficient development and utilization level in the coal enterprise was established. The FPPSI method was applied to the verification study on a coal enterprise. Base on the circumstances, the weak points and existed occasions were found in the planning implementation process with the comprehensive evaluation results. Thus the related policy proposals were provid- ed. The study could provide the decision making references to upgrade the clean and high efficient development and utilization level of the coal enterprises in China.
