摘要
法人治理结构下,公立医院医师绩效考核尤为重要。但目前的医师绩效考核机制存在公益性缺乏,重过程、轻结果,"搭便车"和激励惰性以及重热门、轻冷门等问题。为此,在实证调研和文献分析的基础上,借助德尔菲法和层次分析法,基于公益性、公平性、全面性、客观性和可操作性4个原则,选取人才素质类、价值贡献类和工作效果类3个方面指标,构建出新型公立医院医师绩效考核标准体系。
Public hospitals, under corporate governance structure, physician performance appraisal is very important. But at present, the hospital performance appraisal mechanism exists some problems, which include lacking of public welfare, insisting on process than result, "hitchhiking" and inspired inert and other popular issues. Based on the empirical study and analysising of literature, through using the Delphi method and AHP method based on public welfare-oriented, objective, comprehensive and operational of the four principles, and through using quality index, contribution index and efficiency index three respects, a new hospital physician performance appraisal standards system is built.
