摘要
光本身对人无害，只是在环境中的含量过高或过低时才造成对人类生活和工作活动的不良影响，形成光污染。应制定相应法规来控制日益加重的城市光污染。
The optic ray itself is harmless to human beings. Only when its concentration is too high or too low,will it cause bad influence to human life,work and activities,thus lead to optic pollution. Consequently,Legislation should be established to control the more and more serious optic pollution in cities.
