"高等教育是建立在普通教育基础上的专业教育",已经被广泛接受。然而,这个概念是在特定历史条件下形成的,有时代局限性。随着社会和高等教育的发展,高等教育机构及其目标、任务和教育工作不断变化",专业教育"已经不再是高等教育的基本特征,高等教育概念应随着高等教育实践和认识的发展而不断地被重新审视。当下的高等教育是由大学、专门学院、研究生院、职业技术学院、继续教育学院等机构提供的所有类型的教育。
The definition that ＂higher education is the professional education which is built on the basis of general education＂ has been widely accepted. However, this concept has been formed under specific historical conditions and there are the limitations of the times. With the development of society and higher education, the institutions of higher education and the goals, tasks and educational functions are changing constantly. ＂Professional education＂ is no longer the basic feature of higher education. Therefore, the concept of higher education should be continually re-examined. The current higher education includes all kinds of education offered by universities, specialized institutes, graduate schools, schools of continuing education, etc.
