摘要
近年来,随着自然生态环境的恶化以及政治、经济、文化等领域内许多深层次矛盾和问题的逐渐显露,各种类型的公共危机呈现出高发态势。其应对和处置越来越趋于复杂,仅凭政府的力量已难以应对,必须发动全社会的力量,才能有效地化解危机。以治理理论为理论基础,结合中国国情,对公共危机中政府与非政府组织互动合作的现实基础及存在的问题进行了剖析,提出推动政府管理创新,加强非政府组织能力建设,建立政府与非政府组织互动合作的公共危机应对机制等对策,以实现对公共危机的有效治理。
With the deterioration of natural environment and the gradual emergence of contradictions in the domain of politics, economy and ideology, various crises occur frequently in recent years. Since public crisis management is complex, in order to resolve crisis, we have to bring the community and citizens into play, not just rely on governments. With the ＂governance theory＂ as the theoretical basis, the paper makes an analysis of the status quo and problems of the cooperation relationship between government and NGOs in public crisis, then gives some suggestions to achieve governance of public crisis, including promoting government innovation, strengthening NGOs＇ capacity, establishing the interaction and cooperation mechanisms between government and NGOs and so on.
