摘要
近年来,各种非传统威胁不断造成公共安全危机,军队在处置和解决公共危机中发挥了中流砥柱的作用。但从军队参与一些危机事件的处置情况来看,军队在应急处置公共危机事件的过程中存在着对应急管理思想认识模糊、指挥关系不顺畅、军地信息资源不融合、军地联训不高效、协调沟通不顺畅、法规体系不健全等结构性缺陷。因此,加强公共危机状态下军队应急管理能力建设,应探索应急管理的基本规律,提高应急管理的思想认识,构建科学的应急管理机制,健全应急管理法制。
The various non-traditional threats continuously lead to public safety crises, the troop plays an important role and mainstay function on handling and solving public crises. However, from what had happened while the troop dealt with the crises, there still exist many structural blemishes during their dealings with the public crises in emergency situations, such as the blurry idea for the emergency management; the ineoordinated and inefficient command relationships and integration of military and local information resources ; the inefficient joint training of the military and local departments; the unsmooth coordination and communication; the imperfect regulatory system, etc. So, in order to strengthen the construction of emergency management ability, we should explore the basic regulations of the emergency management, clarifying the thinking and understanding of emergency management, construct a scientific emergency management mechanism; and construct and improve the law system of emergency management.
