摘要
政府公共政策中引入公民参与已成为理论界和实务界的热门话题。公民参与是民主价值在现代社会的体现。但是,公民参与有一定的范围限制,也有不同的形式,何种政策应当引入公民参与,应当以何种方式进行参与,都是需要认真考量的,这也是我国引入与改善公民参与政策应重点关注的问题。
Public participation in public decision becomes the focus of our attention.It is a new form of democracy in modern times.Public participation has its own range and various forms.It needs serious consideration concering when and where and how we should let the public participate in public decision-makings.It is the most important problem for us to study so as to build up and perfect our public participation system.
