摘要
免费开放是所有公共图书馆的发展趋势。公共图书馆免费开放需要建立完善的经费保障机制。本文从我国文化发展策略、财政政策、公共图书馆发展现状出发,分析公共图书馆现有经费保障机制存在的问题,从而提出了增强服务效益、提高管理效率是赢得事业发展经费的有效途径。
Free services is the development trend of public libraries. The free services need construct perfect fundamental guarantee system. This pa- per analyses the problems in fundamental guarantee system from aspects of cultural development strategy, fiscal policy, development status. Enhancing service benefit, improving management efficiency are the effective ways of obtaining much more funds of library development.
