摘要
家庭责任医生制度改革的政策核心目标是提供有价值的服务。它不仅是提升社区卫生服务内涵建设的载体,而且是深化全科团队服务的体现。因此,家庭责任医生制度改革应定位于服务主体责任的转变和组织管理的创新。改革的主要内容包括服务模式创新、激励机制改革和家庭医生社区化变革。未来家庭责任医生制度改革发展既需要通过家庭责任医生的培养和培训、激励和发展来不断提高社区卫生服务的内在价值,也需要积极争取外部有利的改革环境和配套政策。通过构建合理的区域医疗协同服务体系、推进社区卫生服务医保预付制等政策来完善家庭责任医生制度。
The policy goal of the family doctor system reform is to provide valuable services. It is not only the carrier to enhance the construction of community health service, but also the embodiment to deep the service of the general practitioner team. Family doctor system reform should focus on the change of the main responsibilities of serv- ice providers and the innovation of the organizational management. The contents of the reform include service innova- tion, incentives reform, and the community-oriented change of family doctors. The future reform and development of family doctors system need to strengthen the intrinsic value of community health services through education and train- ing, incentives and development. It also needs to actively build up favorable external reform environment and sup- porting policies. Development of regional collaborative service system, and promotion of prepaid health insurance system in community health services are essential to improve the family doctor system.
