摘要
为科学把握部队装备保障能力建设情况,围绕装备保障能力与绩效综合评价进行研究,遵循评价的一般思维程序,从概念原理、体系实现和决策应用3个方面,依次构建了装备保障能力与绩效综合评价的概念模型、体系模型和决策模型;这些模型描述了装备保障能力与绩效的内在关系,明确了能力与绩效综合评价的基本原理,介绍了综合评价的方法步骤,并就评价结果的决策应用进行了分析,可为相关研究及应用提供借鉴和指导。
In order to scientifically grasp the situation of military equipment support capability construction, the paper made research on comprehensive evaluation of equipment support capability and performance. Following the general thought process of evaluation, from aspects of concept principle, system to achieve and decision-making application, the comprehensive evaluation models of concept, system and decision-making were built in turn. In the models, the internal relationship between equipment support capability and performance was described, the basic principle of capability and performance comprehensive evaluation became clear, the method and process of the comprehensive evaluation was introduced, and its application to decision-making was analyzed, these results can provide reference and guidance for related research and application.
