摘要
该文根据国家相关要求,探讨创建以海洋工程(特别是深水工程)领域战略研究、海洋工程高端技术研究、海洋工程关键设备开发为目标的海洋工程产业领域技术创新联盟。联盟的主要任务是:研究海洋工程领域发展战略、制定海洋工程领域国家及行业标准、建立人才及技术优势共享平台、组织重大课题联合攻关等。联盟主要由全国海洋工程相关的企事业单位、大学院校、科研院所等单位组成,建成联合开发、优势互补、利益共享、风险共担的创新型组织。
In accordance with the relevant requirements of the national vitalization of marine engineering, especially that of deep-water engineering, main target of high technology exploration, and key equipment for the development of technology innovation alliance in marine engineering are studied strategically. Tasks ofthe alliance is studied, such as researching development strategies of marine engineering, making national and industry standards in the field of marine engineering, sharing talent and technical advantages, organizing joint research on major issue. The union is composed of enterprises, institutions, universities, research institutes and other units related to the national ocean engineering. In this innovative organization, development is made jointly, advantages of members are complementary mutually, as well as benefit and risk are shared.
