摘要
随着海洋环境问题的日益突出,文明开发与管理海洋的海洋实践行为已日益受到人们的重视。由海洋行为引发的道德关注,将海洋伦理建设正式提上议事日程。但是,目前学界对海洋伦理的研究尚处于起步阶段,未形成完整的框架体系和成熟的研究内容。本文以海洋伦理的内涵及建构研究为切入点,通过对人类自身行为造成的一系列海洋环境问题的深刻反思,总结出问题的主要症结所在。在阐明海洋伦理的内涵包括公共行政伦理、公共伦理和生态环境伦理的基础上,从个体、公众和组织三个层面进行海洋伦理意识、海洋伦理制度、海洋伦理社会以及海洋伦理精神四个方面的伦理规范体系建构,为规范人类海洋实践活动探寻自觉、有效的手段和方法,以期实现海洋生态环境的健康与完整。
As marine environment issues have become increasingly prominent,the construction of marine ethics is now at the top of the agenda.However,since the academic study of marine ethics is still in the initial stage,a complete system of discipline and mature research content have not been formed.This article discusses the basic problem of marine ethics,reflects on a series of problems of the marine environment caused by human＇s behavior,and find where the crux of the problem lies.The article also clarifys the essential elements of marine ethics,including public administrative,public and eco-environmental ethics.From three levels of the individual,the public and organizations,the authors illustrate ethical system construction which embodies marine ethical consciousness,the marine ethical system,marine ethical society and marine ethical spirit.The authors also try to explore the conscious and effective means for regulating human marine practice in order to ensure the health and integrity of the marine ecological environment.
