摘要
受世界范围内公共领域管理变革的影响,我国近年来的高等教育政策变革也突显出新公共管理的诸多特点。我国高等教育变革主要运用了"仿市场导向的竞争"、"基于量化指标的表现性评估"和"多样化经费来源"等管理方法和理念,学术工作呈现出市场驱动强劲、公平求真价值式微;学术工作的整体性和一致性遭到破坏,权力和问责的主体单一等特征。在探索现代大学制度的过程中,应结合我国特有的文化制度背景以及新公共管理理论的最新反思,建设性地探索提高高等教育质量的路径。
Under the influence of a changing discourse of management in public sectors worldwide, China's higher education policies have incorporated characteristics of "new pub- lic management" (NPM}. This paper finds that quasi-market competition, index-based per- formanee evaluation, and diversified fund-investment are key principles embraced by China's higher education reform. Moreover, the findings also show that 1) market-driven manage- ment system becomes significant while the pursuit of justice and truth has been relatively marginalized; 2} the academic work has been redefined at the expense of its entity and conti- nuity; 3) the subject of authority and accountability lacks diversity. This paper therefore ar- gues that these new trends should be taken into account while exploring possible ways for the improvement of China's higher education.
