摘要
城市化发展的实践表明,政府在城市化进程中的作用是举足轻重的。在对城市化发展进行宏观调控,制定市场规则,提供公共服务与政策指导等领域,政府行为具有一定的不可替代性。本文从制度因素出发,通过对安徽省城市化的历史回顾,将安徽省城市化发展划分为四个阶段,在对每一阶段城市化发展情况进行总结说明的基础上,指出了制约、影响安徽省城市化发展的相关制度因素,并就如何破解安徽省城市化发展中政府行为制度因素约束提出政策建议。
The practice of urbanization shows that the role of government is pivotal. The role of government is irreplaceable in many areas such as the macro-controlling of development formulating the market rules, providing public services and policy guidance. This paper points out the relevant institutional factors which restrict and influence the urbanization development of Anhui Province, and puts forward suggestions to solve the restriction of government behavior in Anhui province urbanization, on the basis of reviewing the history of Anhui province urbanization, dividing it into four stages and summarizing the urbanization development of each stage in Anhui province.
