摘要
基于政治发展的维度,研究中国历史上的协商政治传统和当前的政治协商制度,既为中国发展协商民主提供了本土资源,同时也更容易形成路径依赖。指出与西方不同的是,中国更可能走协商民主先于选举民主,前者带动后者,从而推动中国民主化进程的道路。事实上,从协商民主的视角看,当前中国还处在从协商政治向协商民主的过渡阶段。中国政府和社会各界应该共同推动这一转变的实现。
From the perspective of political development, China＇s consultative political tradition in history and current political consultation system not only provide indigenous resources but also easily form the path dependence for China to develop deliberative democracy. So, unlike the west, China is likely to go through the way of deliberative democracy previous to and bringing along electoral democracy to promote China＇s democratization process. In fact, from the view of deliberative democracy, China presently is at the transitional stage from consultative politics to deliberative democracy so Chinese government together with society should promote this transformation.
