摘要
皖江示范区是我国第一个为促进中西部地区承接东部沿海地区和国外产业转移而专门设立的国家级示范区,目标之一是推动自主创新和产业结构优化升级,产学研合作是实现目标的重要途径。借鉴比较国内外产学研模式,适合示范区的模式有:政府主导的产学研对接会模式,单元科技项目委托研发模式,科研院所、大学与企业共建企业研究中心模式,打造服务产业集群的技术公共服务平台模式,科技特派员模式,双元制教育模式,联合推动大学科技园建设模式。为此需进一步完善促进产学研合作的政策环境,加大政府自主创新目标和资源配置引导,完善促进产学研合作的法律保障,强化企业主体地位等措施加以推进。
Wanjiang model region is the first national model region to promote middle and west China to undertake the transfer of industry from coastal areas of east China and overseas,with the purpose to upgrade self innovation and industrial structure optimization.The cooperation of industry and university and research is a most important way to realize it.The suitable model modes,based on the reference and comparison of modes of industry and university and research in China and abroad,includes： government-directing seminar,commission of scientific and technical project,co-construction of research center between scientific research intuitions,universities and enterprises,establishing public technological service platform for industrial cluster,sci-tech commissioners,dual system education,co-construction of university scientific and technological park.Therefore,the policy to promote the industry and university and research should be improved;self innovation and resource allocation should be further guided;legal protection should be strengthened;the subject status of enterprises should be enhanced.
