摘要
生态文明评价指标体系是衡量区域生态文明水平,指导生态文明建设的基础。本文从人类社会文明形态演替和文明具体成果形式两个角度剖析了生态文明的基本内涵,将生态文明概括为生态环境与生态型物质文明、生态型政治文明、生态型精神文明的有机整合,同时认为区域生态文明评价需要关注区域内外在经济、环境等方面的交换关系,由此形成了关于生态文明内涵的"1+3+1"阐释。基于生态文明内涵得到生态文明评价指标体系的基本框架,并构建了包括系统层、目标层、准则层以及35项具体表征指标的生态文明评价指标体系。
The evaluation indicators system on ecological civilization is the basis for evaluating the level of ecological civilization and guiding the ecological civilization construction practice. Firstly, the connotation of ecological civilization is examined from two perspectives:the perspective of human civilization type succession and the perspective of the forms of civilization achievements. The connotation is summarized as the integrated sum of ecological environment,ecological material civilization,ecological political civilization and ecological spiritual civilization. It is also important to examine the exchange relationship between economy, environment and so on both within and outside a region, thus forming the demonstration of '1+3+1' for the connotation of ecological civilization. Secondly, the framework of the evaluation indicators system is obtained based on the above analysis and the indicators system is constructed, including system layer, target layer, criterion layer and 35 indicators.
