摘要
突发环境事件的频繁发生给生态环境、人民的人身财产安全以及社会的和谐稳定都带来了严重的危害,引起了全社会的广泛关注。应对突发环境事件的法律原则主要包括:预防为主、预防与应急相结合的原则,政府主导和公众参与原则,统一领导和综合应对原则,国际合作原则。
The frequent occurrence of environment-concerned emergent incidents has brought serious dangers to ecological environment,people's personal-property security and social harmony and stability,therefore,it has aroused a wide concern of the whole society.The legal principles of dealing with these accidents are mainly as follows: prevention first,combining prevention with control;government leading and public participation;unified leadership and comprehensive response;the principle of international cooperation.
