摘要
区、县是我国行政管理体制纵向系统中的基础子系统,在县域范围内推进校园足球的开展具有重要的战略意义。运用文献资料法、调查法和访谈法对临颍县校园足球的发展模式进行了考察,从校园足球区域性推进体系构建的视角对临颍县校园足球发展的现状进行了分析,以系统工程理论为基础确定了校园足球县域推进系统结构目标,从运行、制度和保障三个子系统运行的角度全面分析了临颍县校园足球发展工程的实践探索。认为,县(区)域是校园足球运动推进的基础环节;教育行政领导观念转变是校园足球事业发展的先导;完善的系统建设是县(区)域校园足球工作的中心;当前青少年校园足球运动的推进应以普及为重点。
County is the basic subsystem in the system of administrative control in China. It has important strategic significance to boost campus football in county area. The author investigates the mode of campus football development in Linying county with documentation method, field investigation method and experts investigation, analyzes its current situation from the angle of the building of campus football regional boost system, confirms the construction goals of campus football boost system in county area, thoroughly analyzes the practice of campus football development project in Linying county from operation, institution and security subsystems. The author thinks that county area is the basic link in campus football boost system; the concept change of administrative leadership is the guide of campus football development; the thorough system construction is the center; at present its boost should focus on its popularization.
