摘要
在对洞庭湖区深入调查研究的基础上 ,结合历史资料 ,从雨情、水情和灾情三个方面对比分析了 1998年、195 4年特大洪涝灾害的共性和个性。在此基础上揭示了 1998年洞庭湖区洪涝灾害形成的原因 ,并提出了防治对策 ,为洞庭湖区社会经济可持续发展和综合治理洞庭湖提供了科学依据。
The catastrophic flood and waterlogging disasters occurred in 1998 and 1954 have been the largest ones in history in the Dongting Lake region because of the vast affected areas, the long lasted-time and the serious losses. According to the field survey data and historical records, the rainfall, flood and disaster conditions during the flood seasons in 1998 and 1954 are compared, and the similarity and difference between the two disasters are analysed. It is found that the precipitation and the runoff in 1998 were less than those in 1954, while the water level in 1998 was higher than that in 1954, and the areas affected and the economic loss in 1998 were more than those in 1954. The causes are also analysed and some countermeasures are put forward.
