试论技能形成体系与经济竞争力的关系:英德比较的视角 被引量：3

摘要 技能是人力资源的核心价值要素。技能形成体系作为一种实然的类生态环境,影响着每一位社会成员,并决定着国家经济的竞争力。文章通过比较英德经济竞争力表现,并对两种人力资源形态进行成因分析,发现义务后教育阶段业本职业教育的本质和业界雇主应对技能短缺的方式是导致两国中级技能落差的主因,其根源则在于两国经济在工业化初期所处的历史境遇以及由此而形成的国家角色。
