摘要
本文通过对“法治”与 “法制”的概念比较， 阐述了对“法治”概念的认识， 提出了建设社会主义法治国家必须进行观念更新， 应当树立起“法律至上”的法治观念， 树立正确的权力与权利观念和权利与义务相统一的观念，
Comparing the concepts of legal rule and legal system, the paper explores the meaning of the former and maintains that the modes of thought be renewed in the construction of a socialist legally run state. It is necessary to set up a new idea of legal supremacy, a correct belief of power and right and the unity of power and obligation. Meanwhile, the paper discusses the relationship between legal administration and the construction of spiritual civilization.
